Dear members,
Prime Minister Trudeau announced the creation of a new program to help businesses renting a commercial unit (even inside a hotel). More than $2 billion will be invested in this program. It will be used to cover up to 75% of the cost of renting space to a merchant whose monthly rent is less than $50,000. This assistance will cover the months of April, May and June. A program for rents with monthly payments higher than $50,000 will be announced in the coming days.
“The federal government will cover 50 per cent while [building] landlords will cover 25 per cent,” said Prime Minister Trudeau in providing initial details of the Emergency Commercial Rental Assistance (ECRA) program.
The program will also offer loans, including forgivable loans, to commercial property owners. In return, commercial landlords will lower or cancel the April (retroactive), May and June rents of their small business tenants. Implementation of this program will require a partnership between the federal government and the provincial and territorial governments, which are responsible for the relationship between building owners and tenants. The Government of Canada is working with the provinces and territories to improve support for commercial and industrial rents for businesses most affected by the pandemic. We will have more details on this in the near future.
So, for our hoteliers with commercial rents, this is already a step in the right direction. The subsidy will only be used to lower this specific budget item (rent), and cannot be used for other purposes. However, many hoteliers have made the choice to own their establishment and the mortgage (or internal allowance) is not part of it at the moment.
Your Association Hôtellerie Québec will sit down very soon with the government to address the specific issues of our sector in order to evaluate possible assistance and solutions. We are aware that there are many issues at stake for you.
