Canada’s Minister of Finance, Bill Morneau, announced this afternoon the outlines of wage subsidy assistance for businesses. At present, federal government assistance to businesses and workers amounts to approximately $255 billion. We continue to develop opportunities to help our industry specifically.
Here are the highlights of the Canada Emergency Wage Subsidy:
The Canada Emergency Wage Subsidy would apply at a rate of 75% for the first $58,700 an employee normally receives, for a maximum benefit of $847 per week. The program would be in effect for 12 weeks, from March 15 to June 6, 2020.
Eligible employers who experience a decline in gross earnings of at least 30% in March, April or May compared to the same month in 2019 would be eligible for the subsidy.
Eligible employers would include employers of all sizes and from all sectors of the economy, except public sector entities.
For non-profit organizations and registered charities that are similarly affected by a loss of revenue, the Government will continue to work with the sector to ensure that the definition of “revenue” in this context meets their needs. The Government is also considering additional support for non-profit and charitable organizations, particularly those involved in the front-line response to VIDOC-19. Further information in this regard will be announced shortly.
An eligible employer’s entitlement to this wage subsidy will be determined solely on the basis of the wages or salaries actually paid to employees. It is expected that all employers will make every effort to supplement wages up to the level of 100% of the maximum amount covered.
Eligible employers may be able to access the Canada Emergency Wage Subsidy by applying through the Canada Revenue Agency’s online portal. More information on how to apply to the program will follow. Organizations that are not eligible for the Canada Emergency Wage Subsidy may continue to be eligible for the previously announced wage subsidy of 10% of wages paid from March 18 to June 20, up to a maximum subsidy of $1,375 per employee and $25,000 per employer.
